The Attorney General’s Strategy

VIVAnews - “Not a day goes by without eradicating corruption”. That is the motto of Hendarman Supandji, Indonesia’s Attorney General that has held the position since 2007. Hendarman is the fifth career prosecutor that presides over the Attorney General’s Office.

Born on 6 January 1947, Hendarman Supandji started making his mark when he held the position of Special Crimes Solicitor General (Jampidsus) and head of the Corruption Eradication Team (TimtasTipikor)
 
Hendarman started his career in the Central Jakarta District Attorney’s office from 1979 to 1981. He worked for the Attorney General’s Office’s Intelligence Operations Center from 1982 to 1983. After that he served in the Presidential Instructions Coordination Agency on problems of narcotics, and in the Anti Banknotes Counterfeiting Agency of the State Intelligence Coordinating Agency (Botasupal-Bakin) from 1984 to 1985. He also held the position of Head of the General Crimes Countermeasure Section for the Attorney General’s Office Intelligence (1985-1990) and Legal Attaché at the Indonesian Embassy in Bangkok (1990-1995).

Within a year of holding the position of Special Crimes Solicitor General, Hendarman succeeded in putting former President Director of Mandiri Bank, ECW Neloe, to prison for the Mandiri Corruption case. He also prosecuted the Minister of Religion at the time, Said Aqil Husein al-Munawar, in a corruption case involving the misuse of the Umat’s Eternal Funds (DAU) in the Department of Religion.

Hendarman went to Brawijaya University’s Engineering Department for two years. But then he decided to go into law and got his degree from the Diponegoro University Department of Law in 1972.

Hendarman has made quite a sensation by introducing the 5:3:1 system, which was a program or strategy to accelerate the eradication of corruption in the public prosecutors’ office. The program basically gives a target for each level of public prosecutor on how many corruption cases they should handle each year; 5 for the chief prosecutors, 3 for district attorneys and 1 for the branch district attorneys.

But it is also during Hendarman’s term that the name of the Attorney General’s office was smeared. The Corruption Eradication Commission (KPK) took Urip Gunawan, head of the Bank Indonesia Liquidity Assistance (BLBI) case’s prosecuting team, into custody. He was suspected and then convicted of blackmailing Atalyta Suryani, the right hand person of a BLBI obligor Syamsul Nursalim. Special Crimes Solicitor General Kemas Yahya Rahman, Deputy Civil Law and State Administration Solicitor General Untung Udji Santoso, and the Investigation Director of special crimes, M. Salim, were removed from their offices because they were suspected to have been involved as well.
